28-unit multifamily project could be heading to central Brooklyn

A new residential project seems to be on its way to central Brooklyn.

Developer Oleg Krasnitskiy has recently filed plans with the city’s Department of Buildings for a project at 214 Newkirk Ave. in Brooklyn’s Kensington neighborhood that would stand 8 stories and 75 feet tall with 28 residential units. The project would span about 31,000 square feet overall and include four parking spots.

The current mixed-use property on the site stands 3 stories tall and spans about 3,000 square feet, according to city records. It includes three residential units, but none of them are occupied, city records say. Krasnitskiy has not yet filed demolition permits for the project.

Krasnitskiy declined to comment on his plans for the Newkirk Avenue site when reached by phone. His other properties appear to include 1020 Rogers Ave. and 608 Ocean Ave., both located in nearby Flatbush.

Construction on multifamily projects in the city rose to its highest level since 2022 during the first quarter of 2025, according to a recent report from the Real Estate Board of New York. Developers proposed 6,871 new units overall, a 58% increase from the average since 2008, and Brooklyn led the way with 3,080 units. Kensington in particular is the type of lower-density neighborhood that city officials have targeted for more housing through efforts such as the City of Yes zoning changes.

Other recent multifamily projects planned for Brooklyn include a 6-story development with 35 residential units at 144 Greenpoint Ave. in Greenpoint and an 11-story development with 64 units at 579 Sackett St. in Gowanus.
