STATEMENT FROM CHCANYS PRESIDENT AND CEO ROSE DUHAN ON GOVERNOR HOCHUL’S BUDGET ADDRESS

(Albany, NY) – The following is a statement from Rose Duhan, the President and CEO of Community Health Care Association of NYS (CHCHANYS), in response to the One House Bills released by the Senate and Assembly on Tuesday.

“CHCANYS and Community Health Centers across New York State asked for their support and the Legislature came through Tuesday in their one-house budgets, supporting Community Health Centers’ top issues including rate reform, increased investment in CHCs, and telehealth reimbursement. Now Governor Hochul needs to make it clear she also supports New York’s CHCs and the 2.4 million New Yorkers they serve each year by including these key issues in the final budget.

Community Health Centers are the backbone of healthcare in New York’s underserved urban and rural communities, providing high-quality, affordable care to all, regardless of insurance status or ability to pay. Nearly two-thirds of CHC patients are covered by Medicaid, yet a study by the Urban Institute found that New York’s Medicaid rates fall 44% below actual service costs. The disparity threatens the CHCs’ very existence and the essential services they provide, including primary care, dental care, mental health support, and prenatal and pediatric care.

1 in 8 New Yorkers count on Community Health Centers for high-quality, person-centered care. The legislature has made it clear: CHC patients can count on them.”
